Mt Lord,
I bave the honour to transmit, herewith, a copy of a letter, from Sir Lloyd Hathews, enclosing three copies (of which I am communicating one to the International Bureau) of the list ofjudgments pronounced in Zanzibar since February 1895 in cases arising out of the various decrees aimed at slavery and the slave trade, by successive Sullans and notably out of the well-known decree of Seyyid Ali against the cruel treatment, sale or purchase of slaves (*).
Unfortunalely the reports of ail the cases tried before the late Sultan during the three and a half year's of his reîgn, which I know, from myown expérience, wereverynumerous, were destroyed with many other officiai papers, when the palace caught fire, after the bombardment, so we hâve only those dealt with by Seyyid Ali, Sir Lloyd Mathews, and the Government Cadi, Sheikh Burhan bin Abdul Aziz, the records of which were transferred, after the accession of Seyyid Hamid, to the Office of the First Minister, and continued

MlLORD,

Reporling réception on board of a Fugitive Slave.
Her Hajesty's Sbip « Sphinx ».
Muscat, 6th October, 1897.
SlR,
In accordance with Article 146 S. 0. B., I bave the honour to report tbat I received a fugitive slave, named Somalis, on board Her Majesty's Ship under my command under the following circumstances : ■—
On the 5th instant, Her Hajesty's Sbip « Sphinx » was lying in Muscat Cove. The slave swam to the Ship from the rocks on the east side of the Cove. He relates the following slory :—
He arrived about three months ago at Sûr in the usual manner; the dhow he was in bad about 100 slaves; in her company were 2 others also full of slaves. He cornes from the coast of East Africa abreast of Cape Amber, Madagascar. He was sold to an Arab.
Ten days ago he and another slave were put on board a coast boat or baden, as crew, with 8 other slaves for traffic on the Batineh Coast; thèse 8 were sold there, bis owner tried to sell bim, but could not corne to terms. On their way back to Sûr the baden called in bere for stores and left about 10 a. m. on 5tb October, as she was passing through the

openîng in the a Gap », both of the slave crew attempted to jump overboard, only one was successful in reaching the rocks, the other was detained. The locality in whicb be was received is within the territorial jurisdiction of the Sultan, and the slave appeared, after investigation, to hâve been kept in slavery contrary to treaties.
By virtue of authority given me by Article XXVIII of the General Act of the Brussels Conférence, 1890, I signed bis Manumission paper and handed bim over to Her Britannic Majesty's Consul.
