DOCUMENT N° XLIII

Montréal, 26 septembre 1889.

Révérend and dear Sir;

I forwarded to you yesterday a resolution of the school which explains itself. The school is reluctant to promise compliance with rules which maybefound

in practice to be inconvénient, if not oppressive. I hâve since gone carefully over the "Constitutions et règlements " as issued at Québec, and I am forced to the conclusion that the action of the school has not been unwise.

1° The mode of nomination of the professors is not that which was understood ;

2° Their revocations ;

3° The programma of studies is not in many important détails in conformity with the System of instruction in any part of the Dominion, except in the city of Québec ; not in conformity with the System hitherto pursued, as I am advised, by the médical Faculty of Laval in Montréal, and more important still, not in conformity with the requirements of the Collège of Physicians and Surgeons of the province which overrides ail teaching bodies and grant its license to practice only to those who conform to its requirements ;

4° Nor to the modifications of the programma of studies .

5° Nor to the courses which, with the exception above referred to, are uniformly of six months.

For thèse reasons, chiefly, and not for any rules relating to discipline which are much the same in ail teaching bodies, I am naturally desirous of knowing what modifications the rules, to which I refer, are susceptible of : so that they might be carried out by us loyally and with advantage to ail.

There are a few otheir points of minor importance, but I write this very hurriedly and without having

opportunity of consulting ray colleagues, as I am about leaving town and hâve no time to see them.

I beg to subscribe myself, Rev. Sir, With great respect,

Your obedient servant.

W. H. HINGSTON.
