The Returns C. 1 coiitain some statistics regarding the liquor traffic in the foreign possessions in West Africa. The information cannot, for varions reasons, be given in the same form as in the case of the British possessions. Thus, the two German colonies of Togoland and Cameroons were only founded in 1884, and it was not until 1892 that the authorities commenced to keep statistics respecting the import of spirits into those possessions. As regards the French possessions, it has not been found possible to obtain statistics regarding the importation of trade spirits into Sénégal, and, in the case of the other French colonies on the West Coasl, the information which is published is not very full.
As regard Libéria and Portuguese Guinea, no statistics appear to be available.
In the returns which are given in this mémorandum the quantities arc expressed in « liquid » gallons; but it is not known whcther thèse quantities are « Total Imports » or (C For Home Consumption ».

Les relevés C. 1 fournissent quelques statistiques concernant le trafic des spiritueux dans les possessions étrangères de l'Afrique occidentale. Ces données n'ont pu, pour des raisons diverses, être présentées dans une forme identique à celle adoptée pour les possessions anglaises. En effet, en ce qui concerne les possessions allemandes, c'est seulemen en 1884 que les colonies de Togoland et du Cameroun ont été fondées, et ce n'est qu'à partir de 1892 que les autorités ont commencé à dresser des statistiques des importations de spiritueux dans ces territoires. Quant à la France, on n'a pas réussi à obtenir les statistiques du trafic des spiritueux au Sénégal, et, pour les autres colonies que cette Puissance possède à la côte occidentale, les renseignements livrés à la publicité ne sont pas très complets.
En ce qui concerne Libéria et la Guinée portugaise, aucune statistique ne semble pouvoir être utilement consultée.
Dans les relevés annexés au présent mémoire, les quantités sont indiquées par gallons c< liquides ». On ignore si ces quantités se réfèrent aux <c importations totales » ou seulement aux importations destinées à la « consommation intérieure ».

The rates of duiy cbarged by foreign countries in the adjacent settlements are given inthe Return D. 1.
In the foreign settlements, spirit is valued for revenue purposes according to the percentage of alcohol wbich ît contains.
In the British (Colonies, it is valued according to the quantity whicb it would make if broughty by the addition or abstraction of water, to a strengtb termed « proof ».
Spirit of « proof » strengtb contains about 57 */o of alcohol by volume.
The English, French, and Germans estimate the strengtb of the spirits imported into their colonies by Sykes', Gay-Lussacs's, and Tralles' hydrometers respectively.
