PIÈCES JUSTIFICATIVES
(Page 189)
Extrait du compte-rendu de la Séance de la Chambre des Communes (Mardi, 6 Avril 1893).
M: MACARTNEY — The prime Minister was fond of appealing to the judgment of the civilized world; this was well illustrated by a French political writer of great eminence, M' Hamelle, who, wrote : |
« The supremacy of Great Britain which seems to be respected is, in reality, menaced. The Veto of the Lord Lieutenant is a theoretical right, stripped of all pratical sanction. What will happen l the Irish Parliament become obstinate ? An appeal will be made to the Comittee of the Privy Council. But the same difficalty confronts one here. How can the execution of the sentence be aëssured ? Even, in America, where the tribunal has tradition and public sentiment on its side, it has not always been successful ».
M: Hamelle cites President Jackson’s defiance of a decree of the supreme court, ordering Georgia to release prisoners : « John Marshall has pronounced « his verdict; let him execute it, if he can. »
M: GLADSTONE asked ifthe honourable member would supply a reference ?
M: MACARTNEY said the article appeared in the Nouvelle Revue of September 1, 1892.
