4. Bowring, X, p. 525 : Dumont à Bentham, 22 février 1821. En Suisse, l'influence de Bentham s’exerce par Dumont. — Cf. Romilly à Dumont (Mem., vol. IL, p. 317 note), 2 oct. 1817 : Bentham is extremely anxious to see you ; and persuades himelf not only that he should be of great use to you, in assisting you to frame the Geneva Code, but that it is hardly possible that you can do without his assistance. On the subject of procedure, he says, and 1 think with truth, that it requires expe-
rience which you cannot have had, to form proper rules ; and he thinks
that the English law, though bad as a system, is excellent as containing
a great collection of facts and an immense store-house of materials
for legislation. In short, he has quite set his heart upon seeing you
- here; and I am too much interested that you should come, not warmly to second his request. — V. encore le témoignage du colonel Leicester Stanhope, Greece in 1823 and 1824, pp. 15,-16. Le Recueil des Lois de Genève is the nearest approximation to the system of Bentham that has as yet been accomplished (Lettre du 18 octobre 1823).
