Les Plénipotentiaires déclarent donc, au nom de leurs Cours respectives : — Que si les mesures adoptées par le Gouvernement Turc prenaient malheureusement un caractère d'hostilité directe, le seul objet de la guerre dans laquelle Elles Se trouveraient alors entrainées, serait encore celui qu'Elles ont originairement essayé d'accomplir par la voie des négociations ;

Qu'en guerre, comme en paix, Leurs efforts seront dirigés vers la pacification du Levant, aux termes stipulés par le traité de Londres;

His Majesty has been pleased to entrust to your Excelleney, in conjunction with the Plenipotentiaries of his Allies, those uegotiations which are still necessary to carry into execution the Treaty of Londen, of the 6th of July, 1827.

Your Excellency is called upon to continue those exertions which you have already madein the prosecution of this object, and ἵ trust that they may be renewed under inore favourable auspices, and atiended with a more fortunate result.

The subjects of negotiation are certainly not less complicated or diffeult; but His Majesty relies on vour discretion and zeal to give full effect to the instructions with which [ am about to furnish you for your guidance, in the delicate and important transaction with which you are charged.

The contingency provided for by the treaty of London, under the supposition of the continued refusal of the Porte to accept the mediation of the Allies, bas now arrived; and, according to that Treaty, au increased degree of intercourse, and a more intimate understanding with the Greek authorities, are prescribed in consequence of this obstinacy.

Your Excellency will proceed, with as little delay as possible, tu Corfu, or to such other place as may be thought more convenient for the purpose of negotiation. The precise spot must he left to your owu discretion, and may vary according to cireumstances.

Your Excellency will on all occasions act in strict concert wüh your colleagues, the Plenipotentiaries of France and of Russia who will be furnished with instructions precisely similar to your own. You will keep a Protocol of your conferences, on which you will place such ofcial documents as may be necessary to explain and authenticate your proceedings.

You will immediately open a communication with the Greek Government, for the purpose of discussing, with persons duly authorized, the

mode of executing the treaty, so far as it may affect the future condition of Greece.

One of the most impertant and difficult questions for discussion, will be the line of frontier to be proposed for the new State. 11 will be the duty of your Excellency and of your colleagues, to collect the sentiments of the Greek Goveroment on this subject, to receive their wishes, to weigh their arguments, and to recommend such a decision as may be most consistent with equity and justice.

The limits of the Greek State, ought, perhaps, to include a fair portion of the Greek population who have been in actual insurrection against the Porte. The frontier should be clearly defined, and it should be easily defensible, The precise boundary might be determined by the nature of the ground, and its local peculiarities; but it should be snch as would be most likely to prevent future disputes between the inhabitants of conterminous provinces.

Various lines of frontier have, at different times, been proposed, all of which, in a considerable degree, possess the requisite qualities; and, in a country of which the geographical features are so strongly marked, intersected by deep ravines, and by abrupt ridges of mountains, it will never be difficult to find what may be called a natural separation of territory.

It has been proposed to draw a line from the north of the gulph of Volo to the mouth of the Aspropotamos, rather as comprizing, between these two points, the whole extent of coast to which the blockade, directed by the order of the 15th October, was applicable, than from any especial fitness in the boundary thus obtained.

A second frontier has been found somewhat to the south; that is, from the pass of Thermopylæ, following the ridge of Mount OEta to the west, and approaching the gulph of Corinth, by including the mountains which form the group of Parnassus.

Α third line has been recommended, which should comprise Attica and Megara, by following the well-defined ridges of Parnes and Cithæron, and which should not extend farther west than the strong ground north of the insthmus of Corinth.

Α fourth is limited to the Morea, or rather to the mountain passes wbich command the approach to the isthmus from the north.

AIl these, and others may probably come before you for enquiry and consideration ; — but whatever may be the extent of the new State ef Greece on the continent, it appears reasonable to include a large proportion of the Greek islands ; not only those in the immediate neighbourhood of the Morea, but the numerous assemblage composing the ancient Cyclades. This would embrace nearly all the islands which are to be found between the 36th and 39th parallels of latitude, and which

lie between the continent of Greece, and the 26th degree of longitude. Itis probable, however, that on either side of the line, thus arbitrarily traced, some deviation may bc necessary ; more especially, since within the assigned limits is situated the important island of Eubæa, almost entirely inhabited by a Turkish population, and wbich has therefore taken no part in the insurrection.

The treaty stipulates that a certain amount of tribute shall be paid annually to the Porte by the Greek state. Your Excellency will have to consider what sum it may be reasonable for the Allied Powers to re— commend, in execution of this Article. You will naturally take into your view the average amount of tribute formerly paid to the Sultan by these provinces; having regard, also, to the exhausted state of the country, and its capacity to discharge such a condition. Probably the extent of territory might be restricted, if the amount of tribute were diminished in proportion.

In like manner, it is enjoined by the treaty, that compensation should be made for the Turkish property belonging to individuals within the ceded districts; and, with a view to effectuate an entire separation of the population, it is directed that possession should be taken by the Greek State of all Turkish property either on the continent or in the islands, with the condition of payment being made to the former proprietors. Your Excellency will endea vour to ascertain in what mnner it is proposed to make this indemnity ; and how it can be most advantageously accomplished ; whether by an addition to the annual tribute, or by the payment of a sum to be fixed. In estimating the value of this property, and the charge to which the Greek State will be liable, it seems reasonable to keep in view the finaucial situation of the country, and the inadequate means it will possess to eogage in a transaction of this nature,

Your Excellency will be called upon to concert with the Greek authorities, in what manner the article of the treaty, which directs that the Porte shall possess a certain share and controul in the nomination of the Government of Greece, may be best complied with. The great object to be attained, is to reconcile the practical independence of Greece, in all its internal concerns, with a reasonable degree of security to the Turkish Government, for the enjoymeut of such rights as may be conveyed by the Treaty. Whether this may be best aMorded by giving tothe Porte a veto limited ia its exercise, or by any other method, : will form a subject for negotiation.

The recognition by the Porte of the independence of Greece, however qualified, must, too probably, be the result of future negotiation, and of other measures to which I need not at present advert; — but, if the Turkish Government should, fortunately, at any time make known to your Excellency its acquiescence in the preliminary conditions to
